This tutorial was written using PSX you should be able to do it in other versions.

What you will need to do this tutorial:

I used a tube from http://www.suzi.studiosgai.com/menu.htm

Open the tube in PSP. Import the brush into PSP.

We will open the animation later.
 

Choose a colour from your tube

Open a new image 600X450 transparent and fill with the dark colour .

Copy the tube and paste as a new layer.

Effects - distortion effects - wind - strength 100 from right and then repeat this from left.

Gaussian blur 10.

Effects - texture effects - mosaic glass:

Selections - select everything.

Selections modify - contract - 20.

Selections invert.

Effects - drop shadow: 2,2,75,10 black.
Repeat with -2.

Selections - deselect.

Activate your selection tool - rectangle
then draw a horizontal rectangle along the bottom of your picture as the example below:

Layers - new raster layer.

Fill the selection with a lighter colour

Lower opacity to 25.

Effects - drop shadow 2,2,75,10 black.

Selections - deselect.

Copy your tube again and paste  as a new layer.
Position where you are happy..

Repeat drop shadow.

Activate your selection tool - rectangle and  draw a rectangle to the side of your tube. You haven't yet merged your layers so you can always move your tube if need be.

Don't make this rectangle too narrow - the animation will later be placed over this section.

Layers - new raster layer.

Fill with the light colour  and reduce opacity to 25.

Effects - drop shadow 5,5,75,5 black and repeat with -5.

Selections - deselect.

Layers - new raster layer.

Activate your brushes and find brush EKG2-kris 001.

Set your foreground colour on black and place the brush on your strip at the bottom.

Turn off the visibility on your background layer and activate one of the other layers

Layers merge - merge visible

Image - canvas size:

Layers - new raster layer.

Layers arrange - move down.

Fill this layer with your dark colour.

Activate raster 1.

Selections - everything select - floating - defloat.

Effects - drop shadow - 5,5,75,10 black and repeat with -5.

Selections - deselect.

Activate  the bottom layer. If your layers have got in the wrong order, you can move your layers now. 

Effects - filters unlimited - Andrews 8 - Tow the Line.

with the following settings:

Layer merge - merge all

Add your text and watermark. 

Resize if necessary - save as an animation shop graphic.

Open in animation shop.

Open your animation shop and the graphic you just made - copy until you have 21 frames.

Open the animation supplied with the materials.

Go back to your original graphic

Press ctrl A to select all frames

Go to your sparkly animation make sure you are in frame 1 and press ctrl A to select all frames then ctrl C then drag the animation from frame one over to frame one of your graphic and place on the rectangle going from top to bottom near the top - have a look see what it looks like - if you don't like it undo both graphics and try again until you get it placed correctly.

Save your animation as a gif.
