This tutorial was written using PSX you should be able to do it in other versions.
You
will need
Filter Simple
All materials are
here if you have problems

or here.
Import the brushes and open the
tubes in psp.
Choose a colour from your tube
as foreground colour and select
white as background colour.
Make this a linear gradient,
angle 45, repeat 1.
Open a new image 700X500
transparent and fill with your
foreground colour.
Effects - Insteekfilters -
Simple - Quarter Corner.
It will look like this:
Select the white part with your magic wand and fill this
selection with your foreground colour.
Selections invert.
The black part has now been selected.
Fill with your foreground colour.
DO NOT DESELECT!!
Layer - new raster layer.
Fill the
selection with your gradient.
Effects - drop shadow - 16-5-56-5 black.
Selections - select nothing.
Layer duplicate - image reflect - image mirror and flip.
Activate the bottom layer.
Copy the tube of the woman and paste as a new layer.
Slide down.
Activate the top layer.
Copy the bird tube and paste as a new layer.
Slide to the left.
Give the same drop shadow .
Copy the embellishment and paste as a new layer.
Slide to right.
Effects - drop shadow : 1-1-56-5 black
Activate your brush tools and fine brush: Mc-LonginDefinition.
Stamp in your image.
Merge all layers
Image - add border - 1 pixel white.
Image - add border - 4 pixels foreground colour.
Image - add border - 25 pixels white.
Select the edge with your magic wand.
Effects - insteekfilters - Simple - quarter corner.
Selections - select nothing.
Select with your magic wand the white part of the border
and fill with your gradient.
Selections - select nothing.
Select now the black part with your magic wand and fill
these with your foreground colour.
Effects - drop shadow : 16-5-56-5 black.
Do not deselect!
Layer duplicate.
Image flip and mirror image.
Slide to the right bottom corner.
Effects - drop shadow : -16, -5, 56, 5 black.
Selections - select nothing.
Add your name and watermark.
Merge all layers
